Abstract / 论坛简介

The core of national security lies in safeguarding national sovereignty, territorial integrity, and public interests from infringement. As a critical dimension of national security, airspace security encompasses the full spectrum of control authority across all domains—from high and medium altitudes down to low and ultra-low altitudes. As an integral part of national territory and airspace, low-altitude airspace serves as a critical interface where "ground-level security" extends upward. Its orderly opening and efficient management constitute an indispensable component of the national security framework. The security governance of low-altitude airspace functions both as a "low-altitude barrier" for national security and a "forward defensive line" for public safety. The opening of low-altitude airspace, while unleashing significant economic and social benefits, presents multidimensional and profound challenges to national security—particularly in the domains of public safety, air defence security, and the protection of critical infrastructure. Faced with an increasingly complex low-altitude operational environment, there is an urgent need to establish an intelligent, data-driven low-altitude security assurance system. This forum aims to establish a high-level, interdisciplinary platform for exchange, bringing together experts, scholars, and industry professionals from fields such as national security, emergency management, computer science, aeronautics and astronautics, transportation, and the low-altitude economy. Centered on national security and intelligent low-altitude management, the conference will delve into technological frontiers, core challenges, and innovative applications.

国家安全的核心是维护国家主权、领土完整和公共利益不受侵犯,领空安全作为国家安全的重要维度,涵盖从高空、中空到低空、超低空的全空域管控权。低空空域作为国家领土与领空的核心组成部分,是 “地面安全” 向 “低空延伸” 的关键衔接带,其有序开放和高效管理是国家安全体系不可或缺的一环。低空空域安全管控是国家安全的 “低空屏障”,是公共安全的 “前置防线”。低空空域开放在释放巨大经济与社会红利的同时,也对国家安全,特别是公共安全、空防安全及关键基础设施安全,提出了多维度、深层次的挑战。面对日益复杂的低空运行环境,构建智能化、数据驱动的低空安全保障体系已成为迫切需求。本论坛旨在搭建一个高水平、跨学科的交流平台,汇聚来自国家安全、应急管理、计算机科学、航空宇航、交通运输、低空经济等相关领域的专家学者与业界同仁。会议将紧密围绕国家安全与智慧低空管理,深入探讨技术前沿、核心瓶颈与创新应用。
